      Peter’s first sermon establishes the fact that the Day of the Lord is after the tribulation and the cosmic signs that precede Christ’s return. Cataclysmic events have occurred in the 7 years leading up to the Day of the Lord.

      Why then, would those who are in spiritual darkness be saying “Peace and safety”, as Paul teaches in 1 Thessalonians 5:3?

      Are they wishing for peace and safety, rather than claiming that the time for peace and safety has arrived (which it plainly hasn’t, since the battle of Armageddon is about to begin)?

      That would be my guess. They are calling for “peace” and “security.” Also, in Jer. 6:13-14 & Jer. 8:10-12 the false prophets prophesied “peace” when God has declared judgement.
